What is base 64 encoded content?

Base64 is a common encoding format for MIME emails and for many other binary tranmission uses. It is a binary to text encoding scheme. The format is designed to transmit data across formats which typically only support text formats. For example, images can be encoded in base64 and directly embedded within HTML.
